新的《普通高等学校学生管理规定》,在完善学生申诉的具体规定方面,具有重要的进步意义。笔者从立法本意上对学生申诉处理委员会的性质与原则作出理论分析,进一步理清学校行政管理者与其相对人的权利义务关系,以期建立更为科学高效的学生申诉处理委员会,为学校的稳定发展和学生正当权益的保护打下良好的基础。
The new “Regulations on the Management of Students in Colleges and Universities” is of great progress in improving the specific provisions of student complaints.
