随着军队后勤及其它社会化保障范围和规模的不断扩大,以及非现役文职人员在军队科研、教学单位的编设,非军队编制的人力资源在军队系统中的规模不断增大。在战时对这一部分人力资源进行动员转化,使其自然过渡为履行战时军事勤务的人力资源,必须有战时转化目标形成机制、信息传导机制、约束与激励机制、监督检查机制等作保证。此外,还应在军队和地方动员部门设置军队社会化保障力量平战转化管理的专职或兼职机构,共同做好军队社会化保障力量动员平战转化工作。
