随着我国经济发展步伐的加快,来自于劳动力的知识资本和能力已成为现代生产中的重要生产要素,对于西部少数民族区域而言,想要抓住这一新的发展机遇也就必须从区域人力资本改善入手。在了解当前少数民族人力资本现状尤其是就业能力的基础上,未来应继续推行民族区域自治制度并使该区域制度的社会效用得以充分的发挥、通过义务教育普及面的扩大和有针对性的技能培训而进一步提升少数民族人力资本的质量,以及从政治、经济、文化、社会等多重视域构建少数民族能力的制度体系。
