政府绩效管理作为一种有效的管理工具,是将过程管理和结果管理相结合的一种科学评估方式。通过绩效计划、绩效实施与管理、绩效评估、绩效反馈与改进等一系列应用环节,对于进一步提高政府行政效率、增强行政效果、规范政府行为以及加速服务型政府建设进程等方面发挥重要作用。随着政府机构改革的不断推进,政府信息公开制度的不断完善,管理和信息技术的进步为政府绩效管理的实施提供了基础和条件;以绩效评价制度法制化、绩效评价目标持久化、绩效测评方式科学化等为特点的战略管理对于政府绩效管理科学的推行具有重要指导与实践创新意义。经过全面的改进和管理工具的不断升级,政府绩效管理的应用能够进一步提升行政能力、提高执政水平,加速政府机构改革步伐。
