大部制改革的核心是政府职能的有机统一,部门机构整合状况以及责权利的统一,不仅是职能有机统一的外在表征,而且关系到大部门的运作成效。现有大部制评价成果关注地方政府多而中央政府少,一般性点评多而事实证据支撑少,这影响了研究的深入和说服力。本文从辅助机构、业务部门和跨部门业务三个维度考察了大部制的机构整合,发现在不同维度和不同部门体现出高度多样化和不平衡特征。这些发现对学术研究和大部制改革实践的深入具有重要意涵。
The core of the reform of most departments is the organic unification of government functions, the consolidation of departments and institutions and the unification of responsibilities, rights and interests. It is not only an outward manifestation of the organic unity of functions but also relates to the operational effectiveness of most departments. The majority of existing evaluation results pay attention to the fact that there are many local governments and fewer central governments, while there are few general comments and few factual evidences, which affects the depth and persuasion of the research. This paper examines the institutional consolidation of most departments from the three dimensions of auxiliary institutions, business departments and cross-departmental businesses, and finds that they exhibit highly diversified and unbalanced features in different dimensions and in different departments. These findings are of great significance to the deepening of academic research and the reform of most departments.
