通过将集体经济与村庄治理结构两者关系联合起来考察,本文发现:在大城市郊区农村由于新集体经济出现要求新的治理结构产生,且新的治理结构符合国家城乡统筹发展战略部署,于是,分散治理模式成为实现与国家行政管理体制对接和适应新集体经济建设需要的有效选择。分散治理就是将村庄集体资产经营、公共事务管理和公共服务供给分别由不同主体承担、设置不同的责任机制和形成不同的资源配置方式。分散治理结构形成在一定程度上缓解了新人地矛盾,在农村是否全面走城市化道路的路线之争中开辟了一条“半城市化”道路。
Through the study of the relationship between the collective economy and the village governance structure, this paper finds that in the rural suburbs of the big cities, new governance structures are required due to the emergence of a new collective economy and the new governance structure is in line with the overall strategic development of urban and rural areas. The decentralized governance model has become an effective choice for realizing the need of docking with and adapting to the new system of state administration. Decentralized management refers to the operation of village collective assets, the management of public affairs and the supply of public services being undertaken by different actors, setting up different responsibility mechanisms and forming different ways of resource allocation. The formation of decentralized governance structure has alleviated the contradiction between newcomers to a certain extent and opened up a “semi-urbanization” road in the debate over whether or not the rural areas fully embarked on the path of urbanization.
