中央教育立法能够带动地方教育立法的展开,同时,反过来地方教育立法的探索能够为中央教育立法提供有益经验,两者之间应该是一种良性互动关系。自20世纪80年代以来,江西省地方教育立法的步伐不断加快,成绩显著。但和其他发达省份存在明显的差距。地方教育法规体系相对滞后,有待进一步完善。为适应本省教育发展的状况,有必要适度先行性的地方教育立法,突出地方特色;完善地方教育立法程序;建立立法质量跟踪问效制度,建立完善的地方性教育法规体系。
At the same time, the exploration of the local education legislation can provide useful experience for the education legislation of the Central Government. The relationship between the two should be a benign and interactive one. Since the 1980s, the pace of local education legislation in Jiangxi Province has been accelerating with remarkable achievements. However, there is a clear gap with other developed provinces. The local education laws and regulations system lags behind and needs to be further improved. In order to adapt to the situation of education development in our province, it is necessary to give due priority to local education legislation, to highlight local characteristics, to improve the local education legislative process, to establish a quality system for tracking the effectiveness of legislation, and to establish a sound system of local education laws and regulations.
