为优化配置应急处置资源、高效处置暴雨灾害引发建设工程施工安全事故,用系统动力学(SD)方法研究应急处置系统中人员、设备、物资、指挥、环境、信息6类表征因素及其相互间的作用机制,构建施工安全事故应急处置SD模型;选取18个样本项目进行实证分析,提出应急处置差异性投入的优化策略。结果表明:在应急处置前期阶段,特别需要注重提高信息保障水平;在中期阶段,应着重提升救援指挥机构决策效率;在此基础上,持续保障应急处置全过程救援人员和设备的动态调配。
In order to optimize the allocation of emergency resources and dispose of rainstorm-induced construction safety incidents, SD method was used to study the six types of characterization factors of personnel, equipment, materials, command, environment and information in emergency response system , And construct SD model of emergency response for construction safety accident; select 18 sample projects for empirical analysis, and put forward the optimization strategy of emergency disposal differential investment. The results show that: in the early stage of emergency response, special attention should be given to improving the level of information security; in the medium-term stage, the decision-making efficiency of rescue command agencies should be emphasized; on the basis, the continual deployment of rescue workers and equipment should be continuously ensured.
