采用工程项目有无对比的方法，以湘江航运二期工程为例，探讨了水利电力工程环保投资费用与效益的综合分析方法．分析时将该工程枢纽电站的水力发电以无该项目时发电量相同的燃煤电厂的发电来代替．结果表明，该工程环保费用的现值为２９１１４万元，获得的环境效益的现值为８５８４万元，费用效益之比为１∶２９５，工程具有很好的环境经济效益．
Using the project whether the method of comparison, the second phase of the Xiangjiang River Shipping Project as an example, discusses the water conservancy and power engineering environmental investment costs and benefits of a comprehensive analysis. The hydro power generation of this project hub substation will be replaced by the power generation of coal-fired power plants with the same power generation without the project. The results show that the present value of the environmental protection cost of the project is 29.114 million yuan, the present value of the environmental benefits obtained is 85.84 million yuan, the cost-benefit ratio is 1: 2.95, and the project has good environmental and economic benefits.
