地方控制是确保中央集权,实现国家有效治理,维护国家长治久安的重要方面。明清时期,君主专制和中央集权空前强大,国家推行重典治世,加强对地方控制,然而此时也是一个地方多动乱的社会转型时期,中央与地方矛盾重重。广东潮汕地区位于我国东南沿海,是明清时期地方控制与社会动乱相矛盾的典型代表地区之一。本文从重典治吏与官吏腐败、海禁迁界与倭盗之乱、海滨邹鲁与劲悍民风等方面浅析矛盾之原因,以期获得一定历史启示。
Local control is an important aspect of ensuring centralization of authority, realizing effective government control and safeguarding the long-term peace and stability of the country. During the Ming and Qing Dynasties, monarchy and centralization of power were unprecedentedly powerful. The state implemented the rule of common rule and strengthened local control. However, this was also a period of social turmoil in which the local authorities were in turmoil. There were many contradictions between the Central Government and local governments. Located in the southeast coast of China, the Chaoshan region in Guangdong Province is one of the typical representative areas where local control and social unrest contradicted during the Ming and Qing Dynasties. This article analyzes the reasons for the contradictions between the officials of the Central Government and the corrupt officials, the sea forbidding community and the riot of the Japanese invaders, the seaside Zoulu and the ruthless tyrant, with a view to obtaining certain historical inspiration.
