吉林省要采取跨越式的、有效益的、可持续的发展战略来培育、发展和形成自有的天然气工业。吉林省有丰富的天然气资源 ,环保要求、高新技术的发展及潜力巨大的天然气市场为吉林省天然气工业跨越式发展带来了前所未有的契机 ;但同时也面临着天然气后备储量不足、勘探成本高、风险大、实用技术准备不足和跨国、跨海天然气交易、天然气价格不尽合理及天然气工业的基础设施薄弱、宏观调控和投入水平低、融资渠道不畅等矛盾和挑战。但只要解决好投入与产出、生产与需求、环境与生态的关系 ,抓好基础设施建设和产业结构调整 ,依靠科技进步 ,以人为本 ,定将实现吉林省天然气工业跨越式发展。跨越发展应采用“限定目标、突出重点、由点到面”的战略步骤 Jilin Province must adopt a leaping, profitable and sustainable development strategy to cultivate, develop and form its own natural gas industry.
