发展文化创意产业应将社会效益放在首位,而文化创意产业的社会效益在于公众的评价,最终会体现在消费者的感受和体验上。“软创新”不仅包含精神产品的创新或物质产品中精神因素的创新,还包含组织创新和营销创新,其出发点和归属点都是消费者的感受。提升北京市文化创意产业社会效益的主体是企业,并以政府为依托,面向消费者。政府应营造一种开放包容的社会环境,打好技术和产业基础,培养适合企业需求的人才;企业应处理好产品商业性与艺术性之间的关系,以“软创新”为核心,建立有效的消费者反馈机制,提升消费者的消费体验。
