20世纪80年代后兴起的新公共管理运动是对传统公共管理的突破性发展,其经济学和私营部门管理的理论基础和追求经济、效率、效能的“三E”目标已成为各国行政改革的方向所在。然而,鉴于这一新的管理范式之理论基础源于私营部门,公共部门与私营部门又存在现实的差别,因而其典型的三大理论直接运用于公共部门难免存在许多缺陷。本文作者试图从公共选择理论、委托人代理人理论和交易成本理论以及公共部门与私营部门的区别等方面分析这一理论缺陷。
The new public management movement that emerged after the 1980s is a breakthrough in the development of traditional public administration. The theoretical foundation of its management in economics and the private sector and its goal of “three E’s” in pursuit of economy, efficiency and effectiveness have become the administrative tasks of all countries The direction of reform lies. However, since the theoretical basis of this new management paradigm originates from the private sector, there is a real difference between the public sector and the private sector. Therefore, the typical three major theories applied directly to the public sector inevitably have many shortcomings. The author attempts to analyze this theoretical flaw from the perspectives of public choice theory, principal-agent theory and transaction cost theory, and the distinction between the public and private sectors.
