上个世纪90年代末,河北省基本完成了所有地区从小学到初中的义务教育,使适龄儿童都能够走进校园免费接受教育。但是,不同地区之间、同一地区的不同学校之间、学校内部群体之间出现了非均衡发展趋向。此文从基础教育均衡发展现状进行分析,指出二元教育结构是导致河北省基础教育发展不均衡的根源,进一步分析由于经济发展和资源配置的不均衡导致基础教育不均衡。笔者提出相应的建议希望能对河北省基础教育均衡化发展做一些贡献。
In the late 1990s, Hebei Province basically completed compulsory education in all areas from primary school to junior high school, enabling all school-age children to enter the campus for free education. However, non-equilibrium trends have emerged among different schools and between different schools in the same region. This article analyzes the status quo of the balanced development of basic education. It points out that the dual education structure is the root cause of the unbalanced development of basic education in Hebei Province, and further analyzes the unbalanced basic education due to the imbalance of economic development and resource allocation. The author put forward the corresponding suggestions hoping to make some contribution to the balanced development of basic education in Hebei Province.
