Zhejiang University Press and the famous international science and technology press Springer Group has cooperated to publish China Science and Technology Progress Series since 2006, and launched Science and Technology works written by Chinese scientists, thereby pushing Chinese scientists to the front stage of international science and showing the scientific innovation ability of China and its level. In order to ensure the high-publishing level and high-publishing quality of academic works, Zhejiang University Press and Springer Group have taken strict measures to specify the publication of the academic series. First, for the quality of content, implement the strict international anonymous peer review system to ensure the originality of the academic works. Second, for the format and edition, refer to and execute the specification set up by Springer Group and the world popular publishing specification of academic works (for example, the Chicago Manual of Style, etc.) to ensure that it is geared to international standard. Currently, over 40 kinds of books in the series have been published and issued globally.
This April, Zhejiang University Press established Publishing Standard of Academic Works of Zhejiang University Press (interim provisions) based on the serious survey and the reference to some international common practices when publishing the academic works. To sum up, the main contents of the Standard have two parts: The first is to take strict peer review system. For high-level academic works cooperated with foreign Publishing Houses, high-level academic works published with the support of publishing houses, and other national, provincial high-level academic works, in principle, only after peer review can they be published to ensure the originality and innovation of the contents. The second is to follow relevant standards and format specifications strictly during the process of publishing. Before establishing the standard, Zhejiang University Press surveyed relevant specifications of some famous international publishing group, and explicitly specified that the elements of manuscript including preface, foreword, content, text, bibliography, annex, index (key words) and abstract should be complete based on the existing national standards such as Presentation of scientific and technical reports, dissertations and scientific papers and Descriptive rules for bibliographic references. Its definite requirements of index are including the list of 200 to 500 key words. In order to ensure the implementation of the Specifications, Zhejiang University Press takes multipronged effective measures. The first is to let one unit guide an area and to establish strategy combining with the reality of publishing house to promote the implementation of the Standard gradually. It is to implement the Standard in the natural scientific works with high-level originality published by cooperating with foreign famous publishing houses at first, then expanding to academic works in various subjects supported by “publishing fund for high-level academic works and textbooks of Zhejiang University” established with its funding. After that, it is expanded to the publication of important academic works in the national and provincial plan and finally enlarges the scope of implementation gradually. The second is to strength the management of publishing process of academic works in strict accordance with the Standard with special specification to various steps including the selection of topics, delivery, checking, bookbinding & layout and publication. The third is to strengthen the professional standard of the edit team. Establish professional editorial office according to the subject. Invite foreign experts to maintain a strict standard for the English academic works. Require that the editors cannot be soliciting contribution cross majors and the editors to edit academic works should reach the level of graduate students in principle, and to ensure the professional level of editors for academic works.
