人才资源通常指一定范围的人口所具有的知识素养、劳动技能、劳动素质等综合资源,主要以脑力劳动者的数量和质量为标志,是推动经济和社会发展的决定性因素和关键力量。今年5月23日,中共中央政治局召开会议提出,新时期我国人才工作和人才队伍建设要坚持党管人才的原则,大力实施人才强国战略,着力建设党政人才、企业管理人才和专业技术人才三支队伍,为全面建设小康社会提供人才保证。兵团提出2020年在西北率先实现全面建设小康社会、实现GDP1200亿元的目标。现在离2020年还有17年,如今40多岁的骨干人才,包括专家学者,到那时都将退出历史舞台。那么,谁来完成兵团全面建设小康社会目标?关键是后备人才。
