人力资源是社会发展的宝贵财富,更是企业发展的有生力量。但是近年来,社会上一度出现了“招工难”、“用工荒”的现象,在一定程度上制约了企业的可持续发展。长此以往,将会不同程度地影响社会的安定和谐。以上现象是经济社会发展到一定阶段的必然体现:一是,曾几何时,有些地方政府坚持把上大项目,搞大建设作为提升城市形象、扩大就业的蓄水池,用工需求随呈现逐年上升的趋势,但单凭本地劳动力难以解决所需的各类技能人才。
Human resources are valuable assets for social development, and they are also a living force for corporate development. However, in recent years, the phenomenon of “recruitment difficulties” and “employment shortage” occurred in the society, which to a certain extent restricted the sustainable development of enterprises. Over time, it will affect the stability and harmony of society to varying degrees. The above phenomenon is an inevitable manifestation of the economic and social development to a certain stage: First, some local governments had persisted in taking large-scale projects and large-scale construction as a reservoir for enhancing the image of the city and expanding employment, and the demand for labor has been increasing year by year. However, it is difficult for the local labor force to solve the various types of skilled personnel required.
