为了解决独立软件供应商面临的多个紧急项目点专家资源配置过程中出现的资源竞争和费用偏高问题,本文建立一种以双层规划方法为基础的多紧急项目点——多专家资源供应点-多专家类型的专家资源配置模型,使专家资源配置过程兼顾及时性和高效性,从而确保在全局项目开始时间最早情况下费用最少。为了克服双层规划模型求解时间复杂度过高的缺陷,本文提出一种竞争缓解策略,能够快速求取双层专家资源配置模型的全局满意解。最后,通过数值分析证实算法的有效性。
In order to solve the problem of resources competition and high cost of independent software vendors in the process of resources allocation for many emergency project points, this paper establishes a multi-emergency project based on bilevel programming method - multi-expert resource supply Point - Multi-expert type of expert resource allocation model that takes into account the timeliness and efficiency of the expert resource allocation process to ensure the lowest cost at the earliest possible time of the global project. In order to overcome the shortcomings of the bilevel programming model in solving the high time complexity, a competition mitigation strategy is proposed in this paper, which can quickly obtain the global satisfactory solution of the bi-level expert resource allocation model. Finally, the validity of the algorithm is verified by numerical analysis.
