一、20世纪90年代以来西方公务员制度改革发展态势:寻求专业化与灵活性的统一当代西方公务员制度是20世纪80年代以来西方行政改革的一个有机组成部分。当代公务员制度改革的力度与行政改革的力度成正比。以经合组织为例,行政改革力度最大,公务员制度改革力度最大的第一组国家有新西兰、澳大利亚、英国、瑞士、瑞典;处于中间状态第二组国家有:丹麦、挪威、芬兰、加拿大、美国、韩国;步子稍慢第三组国家有:日本、法国、德国、波兰等。
