在2006年3月的“两会”上,全国政协委员缪寿良提交了将南京大屠杀纪念日定为国家公祭日的提案。缪寿良认为:1937年12月13日开始发生的日军南京大屠杀,是中华民族心中永远的伤痛。为了更好地纪念南京大屠杀期间死难的30万同胞,应该将南京大屠杀纪念日定为国家公祭日,以法律或制度的形式固定下来,让世人铭记。其实,这种提案不止今年有,去年“两会”期间,全国政协委员赵龙也在会上提交了将南京大屠杀纪念日定为国家公祭日并申报“世界文化遗产”的提案,建议把每年12月13日定为国家公祭日,并由国家领导人参与整个公祭活动。相关提案在全社会一度引起强烈反响,“国祭”这一新鲜名词也引起了公众的极大关注。将南京大屠杀纪念日定为国家公祭日开展纪念活动,在全国鸣警报,降半旗,国民肃立默哀,这样做是否妥当呢?是否能收到强化民族精神,提高全民爱国意识,使之转化为建设国家的源泉和动力呢?本期论坛以此为话题展开辩讨。
