一、对高等学校校长办公室“参与政务”这一概念的看法。目前,众多论及高等院校校长办公室的地位和作用的文章,大都倾向于校长办公室“要参与政务,管理事务,当好参谋助手”的看法。我们认为,就其严格性、准确性和科学性来讲,高等院校校长办公室与政府办公厅(室)的职责、职能有明显区别,校长办公室应以“参与校务,管理事务,当好参谋助手”的提法为妥。政务与校务是两个层次不同的系统的决策和管理。从系统的角度来看,如果把政府部门作为一个大系统的决策中心,学校仅是这个大系统中的一个子系统。政务是国家及政府的行政职能,包括对政治、经济、文化、教育、军
First, the concept of “participation in government affairs” in the headmaster’s office in higher education. At present, most of the articles that deal with the status and role of the headmaster’s office in higher education tend to favor the principal’s office’s view of “participating in government affairs, managing affairs and being a good assistant to the staff.” In our opinion, the responsibilities and functions of the principal’s office of higher education and that of the government office (room) are obviously different in terms of their rigor, accuracy and scientific nature. The office of the principal should be based on the principle of “participating in school affairs and managing affairs, Staff Assistant ”formulation is appropriate. Government affairs and school affairs are two levels of different systems of decision-making and management. From a system point of view, schools are only a subsystem of this large system if government departments are to be central to decision-making. Government affairs is the administrative function of the state and the government, including political, economic, cultural, educational, military
