一、对高等学校校长办公室“参与政务”这一概念的看法。目前,众多论及高等院校校长办公室的地位和作用的文章,大都倾向于校长办公室“要参与政务,管理事务,当好参谋助手”的看法。我们认为,就其严格性、准确性和科学性来讲,高等院校校长办公室与政府办公厅(室)的职责、职能有明显区别,校长办公室应以“参与校务,管理事务,当好参谋助手”的提法为妥。政务与校务是两个层次不同的系统的决策和管理。从系统的角度来看,如果把政府部门作为一个大系统的决策中心,学校仅是这个大系统中的一个子系统。政务是国家及政府的行政职能,包括对政治、经济、文化、教育、军 First, the concept of “participation in government affairs” in the headmaster’s office in higher education.
