规范电网实物资产管理,保持实物资产健康完整,优化实物资产配置,动态监控实物资产分布及运行状况,预测运维及技改投资规模是电网企业面临的重要课题。基于电网实物资产管理特点,结合资产全寿命周期管理理论与资产墙模型,针对资产管理策略中核心的资产评价问题,从规模结构分析、健康水平分析、利用效率分析、报废退役分析这4个维度构建电网实物资产评价指标体系。该研究结果可为持续深化资产全寿命管理,预测运维技改风险及实现电网经济、可靠运行提供参考。
It is an important issue for grid enterprises to regulate the management of physical assets in power grids, maintain healthy and complete physical assets, optimize the physical asset allocation, dynamically monitor the distribution and operation of physical assets, and predict the operation, maintenance and investment scale of technological transformation. Based on the characteristics of physical assets management in power grid and the assets life cycle management theory and asset wall model, aiming at the core asset evaluation problems in asset management strategy, this paper analyzes the four dimensions from the aspects of scale structure analysis, health level analysis, utilization efficiency analysis and retirement decommissioning analysis Construct Evaluation Index System of Real Assets of Power Grid. The results of this study can provide reference for deepening the life-cycle management of assets, forecasting the risks of technological transformation and operation, and achieving the grid economy and reliable operation.
