石油企业尤其是油田企业一直处于类似计划经济的管理体制之下,石油企业除了承担国有企业应有的经济责任外,承担了大量的政治责任和社会责任,油田企业在开发生产建设过程中,“大而全”、“小而全”的开发建设模式较为突出,与国际化大型石油公司相比,总体效率比较低下。通过与世界同类型石油化工先进企业相比,集团公司主要生产经济指标低于国际先进企业,而用工总量远高于他们,“大而不强”、“快而不优”的问题成为制约企业发展的“瓶颈”之一。
