随着我国对公务员队伍建设的越来越重视,如何加强公务员队伍人才建设和实施公员人才战略已成为当前政府机关组织人事部门摆在重要日程的重要课题。在我国公务员制度的建立过程中,原有的干部激励机制正日趋失去其强大作用,与此同时却没有及时地建立起新的完善的公务员人力资源管理机制,使得公务员积极性没有得到充分发挥。
With our country paying more and more attention to the building of the civil servants, how to strengthen the construction of the civil servants and the implementation of the strategy of the human resources of the employees has become an important issue for the government departments to organize the human resources department on an important agenda. In the course of establishing the civil service system in our country, the existing cadre incentive mechanism is losing its powerful role in the meantime, at the same time it fails to establish a new and perfect human resources management mechanism in a timely manner, which makes the enthusiasm of civil servants not fully realized.
