当前和今后一个时期,是提高我国职工队伍素质和企业竞争力的关键时期。面对新的形势和我国职工队伍现状,我们要采取有力措施,大力加强职业教育和培训,努力使我国职工队伍的整体素质有明显的提高。(一)下大力气抓好新增劳动力的培训。在我国各类企业中,大批新增劳动力未经任何职业教育和培训就上岗操作,这是当前的一个突出问题和较为普遍的现象。我国每年有数百万初中毕业生和普通高中毕业生没有升学机会,他们中的相当一部分人未经培训就走上了工作岗位。据不完全统计,这些人员数量已经占到新增劳动力总数
