中卫—甘塘位于包兰线南段的腾格里大沙漠地段,长73公里,线路弯曲,坡道陡峻,限坡12.5‰,是全线的控制区段。六十年代末,贺兰山煤炭基地大量开发,北煤南运增长较快,为了适应这一需要,先是采取了花钱少、见效快、短期可以发挥投资效益的信号技术改造措施,包括两端大站及六个中间站的电气集中、区间自动闭塞和调度集中装置。1971年开工,1973年完工。以上包括电源装置合计投资420余万元。后因在长大坡道上,蒸汽机车上坡起动和下坡制动困难,而无法办理列车追踪运行,加之一些元部件性能不良,达不到完好可靠程度,因此自动闭塞和调度集中被放弃使用。 1978年根据包兰线运量继续增加的趋势,铁道部下令,按应急工程批准在该段的长流水、红卫及一碗泉三站修建双线插入段。初步设计文件由兰州铁路局审定,报部核备。1979
