质量政策是国家和政府有关部门指导、规范、设节质量工作的权威性准则。质量政策是建设工程质量的重要保证,没有高质量的质量政策就很难有高质量的建设工程。我国虽然很重视质量政策问题,“质量第一”也喊了多年,但迄今还存在大量的“政策空子”、“政策障碍”、“政策打架”、“政策不力”等政策效率低下的现象。在这方面,发达国家工程建设质量政策及监督管理体系可资借鉴。 法国政府主要依靠立法和经济手段来促使建筑企业强化质量管理。(1)建筑工程长达十年责任期的质量保证及保险;(2)不仅有行政立法,还有一套完整的技术 Quality policy is the authoritative guideline for the state and government departments to guide, regulate, and set quality work.
