以往的边区土地开发研究侧重于描述土地开发事件和土地开发过程,忽视了不同历史时期的差别和理论概括。本文从治理的角度出发,以前人对治理的理想类型分析为基础,将清代中期、民国时期和新中国时期的土地开发分别概括为统治型开发、管理型开发、治理型开发,并阐述了这三个时期土地开发的特点与社会影响。健康有序的土地开发不仅要防止与民争利的现象发生,而且要从制度层面上保障民众的利益需求。
The previous research on land development in the border areas focused on describing the land development events and the land development process, ignoring the differences and theoretical summaries of different historical periods.
