一、要充分认识贯彻《城市房屋权属登记管理办法》的重要性(一)房屋所有权登记发证制度是保护公民财产权的必要制度。《宪法》规定:“国家保护社会主义的公共财产,国家保护公民的合法收入、储蓄、房屋和其它合法财产”。房产权属登记的实质,就是以政府的声誉和行政行为来保证这一房产的权利归属,使权利人能依此而获得国家法律的保护。对房屋确认产权,实行权属登记是世界各国普遍采用的制度。(二)《城市房屋权属登记管理办法》是对《城市房地产管理法》具体条文的细化。
