杭州湾,这个举世无双的喇叭口,因为钱塘潮而声名远扬,却在上海和宁波这两座关系非同寻常的城市中间隔了一道天堑——两地直线距离不过150公里,而如今却得沿着“大喇叭”绕道走上300多公里,这一隔,使大上海对浙东南地区的辐射力较之苏南地区要微弱得多。为此,早些年有人提出了一个大胆的设想,那就是在杭州湾上修建一座跨海大桥。1994年,宁波市政府委托美国一家公司对建设杭州湾通道进行了预可行性研究。
