2011年底,我国正式向世界贸易组织《政府采购协议》(以下简称GPA)提交了第3份出价清单并首次纳入地方实体,这标志着我国加入GPA又迈出了重要的一步。开放国内政府采购市场,逐步实现与国际接轨,对我国既是机遇又是挑战。然而我国现行的政府采购制度与GPA存在不一致之处,为了应对加入GPA的承诺,需要对我国政府采购领域的相关法律进行修改,建立科学规范的政府采购制度。
At the end of 2011, China formally submitted its third bidding list to the World Trade Organization Government Procurement Agreement (GPA) for the first time into its local entities, marking another important step for China in its accession to the GPA. Opening up the domestic government procurement market and gradually realizing international standards are both opportunities and challenges for our country. However, the existing system of government procurement in our country is inconsistent with GPA. In order to cope with the commitment of joining GPA, we need to amend the relevant laws in the field of government procurement and establish a scientific and standardized government procurement system.
