政府绩效管理已经成为深化行政体制改革、建设服务型政府、创新和改进行政管理方式的有效工具,公共政策和项目绩效评估构成政府绩效管理的主要内容。根据目前我国实施绩效评估主体的不同类型,可以从专业部门评估、绩效管理实施机构评估、府际联合评估、行政机关外部评估等五个方面来探讨我国公共政策及项目绩效评估的发展趋向。
Government performance management has become an effective tool for deepening the reform of the administrative system, building a service-oriented government, innovating and improving the mode of administration, and public policy and project performance evaluation constitute the main contents of government performance management. According to the different types of performance appraisal bodies in our country at present, we can explore the development trend of our public policy and project performance appraisal from the following five aspects: professional department appraisal, performance appraisal institution, federation appraisal and external appraisal.
