The unification of the CIS rail transport system must be maintained. This is the common view expressed repeatedly by the leaders at all levels of the railway. They agreed that it was impossible to completely separate any part of the rail transport from the unified transport system formed in the past decades by the Soviet Union and therefore must seek a way and form of concerted action in the new CIS structure. After several rounds of talks, the railway transport administrations signed the Treaty of Direct Railway by Rail and the State Railways Agreement of the Baltic States on February 25, 1992, and in March signed the “Agreement between Kazakhstan and the Russian Federation to Coordinate Railway Transport Bilateral agreement”. 11 countries signed the "approval of the Commonwealth of Independent States
