一、深化内部改革,走内涵发展之路 在国家投入不足的情况下,要建设发展医院,必须按经济规律办事,充分利用有限的投入,努力提高成本效用,使之得到合理的补偿与积累,以保证服务水平的提高和医疗事业的持续发展,就必须走内涵发展道路,深入搞好内部管理的改革。我们自1991年实施达标建设以来,全面系统地进行了改革,实行了院、科两级负责制,保证科主任行使科室管理权;不断完善“综合目标管理责任制”,科学合理地制定各项目标任务,全面进行经济核算,制定考核标准,建立健全检查考核
