联合国2006年7月5日公布的世界各国“数字化机会”排名显示,韩国名列榜首。数字化是近年韩国媒体发展的主要特征之一,无论是宽带网络服务的高速发展,还是广播电视的数字化、数字多媒体广播(DMB)的发展等,都使媒体环境在数字化年代快速变迁,对媒体监管的政策、体制、机构及管理手段都产生了重大影响。本文着重分析韩国广电媒体监管在规范取向、政府监管体系、监管模式上的经验与当前存在的问题,以典型个案探讨现实问题,并为中国广电监管提供借鉴参考。
According to the “Digit Opportunity” ranking of countries in the world released on July 5, 2006 by the United Nations, South Korea topped the list. Digitalization is one of the main characteristics of Korean media in recent years. Whether it is the rapid development of broadband network services, the digitalization of radio and television, the development of Digital Multimedia Broadcasting (DMB), etc., the media environment has rapidly changed in the digital age. The policies, institutions, institutions and management tools have had a significant impact. This paper focuses on the analysis of the experience and current problems of Korea’s radio and television media regulation in the normative orientation, the government supervision system and the regulatory mode, discusses the practical problems with typical cases, and provides references for the supervision of radio and television in China.
