The end of the Cold War is one of the major turning points of the U.S.science and technology policy adjustments.During the Cold War,the United States,in order to obtain world domination,developed the research and developmentprojects of high-tech weapons mostly for military purposes.After the Cold War,the research and development of these projects turned into dual-use.This transformation concretely reflects of the adjustments of the U.S.science and technology policies.The development of dual-use technology can not only reduce the cost of the R&D of weapons and equipments,but also stabilize the development of the military enterprises.This paper first analyzes the background of the projects transformation from the “Defense Conversion” to the “Dual-use” and then reviews the process and measures concerning U.S.Promotion of the transformation.Finally,it sums up the successful experience of U.S.its inspirations for China.
