基层干部队伍是否具有活力直接影响着当前社会主义新农村建设的大局。近年来,祁阳县乡两级紧密联系干部工作实际推行一系列措施,基本形成了“优秀干部有成就感,平庸干部有压力感,不称职干部有危机感”的良性循环,但“人力资源过剩,而人才资源严重缺乏”的矛盾仍旧凸显。怎样激发基层干部队伍活力以及健全激发干部队伍活力的机制,使之能够从内心获得基层工作的自豪感和满足感,焕发精神,努力工作,是当前基层政府工作创新的一大课题。
