在我国,人事档案与户籍对人才的流动具有极大的制约作用。随着市场经济的深入发展,我国的人事制度进行了一系列的调整和改革,与此相关的人事档案工作,若继续沿用传统模式管理,显然已经不能适应当今社会的发展要求,因此,必须探索和研究社会主义市场经济条件下人事档案管理的新模式。而建立人事档案社会化开放式管理模式,每个人是社会人而不只是单位人,每个人的人事档案由社会化的人才机构集中统一管理,与户籍制度、人事代理制度协调运行,许多因人才合理流动和人力资源优化配置而产生的问题都会迎刃而解。因此,笔者认为,在社会主义市场经济条件下,建立一种社会化的开放式人事档案管理模式是非常必要的。
