随着中国社会主义市场经济的建立和恢复关贸总协定地位的日益临近,越来越多的企业加快改革转换经营机制,直接面向国际市场,积极参与国际分工和国际竞争。但是,近年来西方国家对华反倾销浪潮一波又一波,中国出口商品遭受国外反倾销指控呈增长态势。1993年1月29日日本政府宣布对进口中国硅锰合金征收高额反倾销税,4月15日墨西哥又对中国十大类4000多种税号的商品征收税率高达16—1105%的临时反倾销税。中国企业要想在国际市场上长袖善舞,冲破国外反倾销贸易壁垒是必由之路。
