每一次事件似乎都应该有一个近乎标志性的开始和结局,“禁讨”自然也不例外。2003年1 2月7日,《北京市轨道交通运营安全管理办法(送审稿)》开始公开在“首都之窗”网站上征求市民意见,其中第二十条第十款将“在车站出入口、车站和列车内乞讨、卖艺、吸烟、躺卧、擅自销售物品”列为“禁止性”行为。这只不过是一部由北京市交通委员会牵头制定,为清理整顿地铁乘车环境的地方性法规,却没想到引起了轩然大波。
