近年来,石嘴山市认真贯彻落实中央、自治区有关决策部署和要求,一手抓信访工作规范化建设,畅通群众诉求表达渠道,围绕“事要解决”这个核心,及时有效化解信访问题;一手抓社会治理创新,立足基层,及时解决事关群众切身利益的具体问题,从源头上防范和化解社会矛盾。石嘴山市信访量由2010年的8786件(人)次下降到2014年的4033件(人)次,信访工作呈现信访总量下降、越级访下降、赴银集体访下降、进京非正常上访下降、初信初访办结率上升和信访秩序明显好转的“四降一升一好转”良好态势,
