10日,本月上旬,铁道部部长傅志寰分别与全国14个铁路局局长签订了为期两年的资产经营责任书。据有关规定:到年底考核时,一年考核不合格者,给予黄牌警告;连续2年不合格的,领导(路局)调离岗位;实行政企分开,明确路局市场主体地位,落实铁路局经营自主权;以经济效益为中心,讲求投入产出;其考核实行公开化、制度化、定量化,并实行有效监督。这标志着铁路开始全面向现代企业制度迈出了重要一步。
On the 10th, early this month, Fu Zhuan, Minister of the Ministry of Railways, signed a letter of responsibility for asset management with 14 directors of the railway administration throughout the country for two years respectively. According to the relevant provisions: to the end of the assessment, one year failed examination, given a yellow card warning; failed 2 consecutive years, the leadership (Road) transfer positions; the separation of government and enterprises, a clear main road market position, the implementation of the railway Bureau of business autonomy; to economic efficiency as the center, stress on input and output; its examination of the implementation of open, systematic, quantitative, and effective supervision. This marks a major step forward in the railway system to the modern enterprise system.
