《北京成人教育》1988年第3期,发表了朱蓬蓬同志的《企业的短期行为与职工教育》一文(以下简称“朱文”)。作者提出了在改革不断深化的形势下,职工教育面临着的一个重要问题,很值得研究,讨论。但是,“朱文”提出的有些观点,本人不能苟同,愿提出与朱蓬蓬同志商榷。一、对企业短期行为的认识所谓企业的短期行为,就是指企业以近期甚至眼前的利益取代并且牺牲长远利益的行为。主要表现为:拼人力、拼设备,不顾企业的生产发展后劲,实行掠夺式经营;盲目地扩大消费基金,分光吃尽,缺乏必要的积累;对职工重使用,轻培养等等。这样的短期行为,使国家、企业的积累减少,
