教财〔1992〕42号文下发后,国务院各部委纷纷制定了本系统普通高等院校的学(杂)费标准。1989年,国家教委、国家物价局、财政部曾以(89)教财字032号对此做出规定,开始对高校学生收取学(杂)费,一般地区每学年100元,广东、上海和经济特区稍高些,但也不超过300元。此次学(杂)费标准调整后升幅较大,从本科生学费来看,理工类一般每学年300~500元,文史经济类一般每学年400~600元,艺术类一般每学年400~750元,比原标准提高约1~3倍(见附表)。
Following the issuance of No. 42 of Jiaocai (1992), various ministries and commissions of the State Council have successively established the academic (miscellaneous) fee standards for ordinary institutions of higher learning in this system. In 1989, the State Education Commission, the National Price Bureau, and the Ministry of Finance used the No. 032 Jiaocai character to make provision for college students to receive tuition fees, which were generally 100 yuan per academic year in Guangdong and Shanghai. The SEZ is slightly higher, but it does not exceed 300 yuan. The increase in tuition fees after this adjustment was large. From the perspective of undergraduate tuition fees, science and engineering are generally 300-500 yuan per academic year, literature and economics are generally 400-600 yuan per academic year, and arts are generally 400-750 per academic year.
