目前,机关事业部门财务管理存在管理理念滞后、管理目标不高等问题,影响了财务管理水平和经费使用效益的提高。为适应财务管理体制和军队财经改革要求,应建立精细化财务管理理念,规范工作流程,实行全过程监控;要理顺财务分级管理制度,推行全面预算管理;要建立精细的成本控制机制,强化服务管理,促进财务管理整体水平的提高。
At present, there are some problems in the financial management of government departments, such as the lagging management philosophy and the low management target, which have affected the improvement of the financial management level and the utilization of funds. In order to meet the requirements of the financial management system and military financial reform, a refined financial management philosophy should be established to standardize work processes and implement whole-process monitoring and control. Financial stratification management systems should be rationalized and comprehensive budget management implemented. A detailed cost control mechanism should be established to strengthen Service management, to promote the overall level of financial management to improve.
