万嵩在《继续教育研究》2014年第6期中撰文,通过对教育、终身教育、继续教育、教育主体及功能、教育效益的多视角诠释,在对我国终身教育体系现状分析的基础上,提出了加快建构社会化的多元继续教育协同创新机制,推行国家继续教育体制机制改革的建议和实施策略。作者认为,教育是社会化的实践活动,其实质是通过促进人的发展来推动社会的进步;终身教育则是既要促进社会、科技、经济、文化的变革与发展,又要满足个人需求与发展;而继续教育是面向学校教育之后所有社会成员特别是成人的教育活动,是终身学习
