军事技术最初应用往往目循已有的作战方式,可以称之为“保守应用现象”。飞机最初应用于空中侦察,坦克配合支援步兵,而核武器刚产生时被看作是超级炸弹,都是因循已有作战方式。之所以如此,是因为技术功能是一个社会形成的过程,军事技术发展应用要受社会经济基础的制约,军事领城的习惯性保守主义也有重要影响。理解保守应用现象能够帮助人们正确认识技术的功能,从而走出技术决定论的误区;它揭示了历史上的军事技术革命是一种传承基础上的创新,而不是颠覆性的革命;人们不应该盲目崇拜先进的军事技术,而应该在实战中创新军事技术应用方式。
