On May 23, 1980, after the failure of ESA to launch the second Alian rocket, the French National Space Research Center and ESA jointly formed six working groups to investigate the causes of the failure. On 16 June, the two organizations salvaged the first-stage engines and other components of the rocket at a distance of 5 kilometers south of Salou, opposite the Kourou launch site, and identified them at the Vilon factory. The rocket news and an external broadcast issued on 23 June by a daily newspaper found that the reasons for the failure of the rocket were found mainly on the launch pad, in particular between the rocket and the launch pad
