公共部门在执行公共权利时,具有唯一性和合法性。当前,国内公共部门的构建是以权威系统为前提,其在建成后拥有的权利具有法律效应。当前的社会环境中,公共部门的主要职责是:维护竞争公平,促进收入分配均衡等。这些职能的有效执行,关系到社会建设的可持续性。任何职能在执行过程中,其执行质量都与执行者的能力紧密联系。因此,提高公共部门人力资源综合素养是非常必要的。笔者结合当前公共部门人力资源管理过程中存在问题,探索有效的管理策略。
The public sector is unique and legitimate in enforcing public rights. At present, the establishment of the domestic public sector is based on an authoritative system, and the rights it owns after its completion have a legal effect. In the current social environment, the main responsibilities of the public sector are: safeguarding fair competition and promoting a balanced income distribution. The effective implementation of these functions is related to the sustainability of social construction. The quality of execution of any function in execution is closely linked to the performer’s capabilities. Therefore, it is very necessary to improve the comprehensive quality of human resources in the public sector. The author combines the current public sector human resource management problems, explore effective management strategies.
