党的十四大报告明确指出,我国经济体制改革的目标是建立社会主义市场经济体制。要尽快实现这一目标,加速市场经济的发展,需要干部工作提供坚实有力的组织保证。要使干部工作尽快适应市场经济发展的需要,目前最重要的是抓好以下六个方面的工作: 一、加强党政领导班子建设,提高对市场经济的领导水平。各级党政领导班子是领导、推进所在地方经济、社会发展的火车头。要促进和保证市场经济的发展,关键是把党政领导班子建设好。首先,领导班子成员要进一步解放思想,破除计划经济体制下形成的旧观念,树立适应市场经济体制的新观念;破除习以为常的旧的思维定势,树立以“三个有利于”为标准的新观念;破除根植于小农经济土壤的固步自封、小打小闹,怕冒风险的陈旧观念,树立勇于改革、大胆试验、敢为人先的新观
The 14th National Congress of the Communist Party made it clear that the goal of China’s economic restructuring is to establish a socialist market economy. To achieve this goal as soon as possible and speed up the development of a market economy, we need the work of cadres to provide a solid and effective organizational guarantee. To make the work of cadres adapt to the needs of market economy as soon as possible, what is most important now is to do a good job in the following six aspects: First, to strengthen the building of the party and government leading bodies and to raise their leadership over the market economy. Party and government leading bodies at all levels are the locomotives that lead and promote local economic and social development. To promote and ensure the development of a market economy, the key is to build a good leadership team for the party and the government. First of all, the members of the leading group should further emancipate their minds, break away from the old concepts formed under the planned economic system and establish new concepts that are appropriate to the market economic system. They should break the old tendency of thinking and establish a new standard based on “three benefits” Concept; get rid of stereotypes of stereotypes in the small-scale peasants’ economic soil, stingy, afraid of taking risks and establish a new concept of courage to reform, boldly test and dare to be pioneers
