党的十四大报告明确指出,我国经济体制改革的目标是建立社会主义市场经济体制。要尽快实现这一目标,加速市场经济的发展,需要干部工作提供坚实有力的组织保证。要使干部工作尽快适应市场经济发展的需要,目前最重要的是抓好以下六个方面的工作: 一、加强党政领导班子建设,提高对市场经济的领导水平。各级党政领导班子是领导、推进所在地方经济、社会发展的火车头。要促进和保证市场经济的发展,关键是把党政领导班子建设好。首先,领导班子成员要进一步解放思想,破除计划经济体制下形成的旧观念,树立适应市场经济体制的新观念;破除习以为常的旧的思维定势,树立以“三个有利于”为标准的新观念;破除根植于小农经济土壤的固步自封、小打小闹,怕冒风险的陈旧观念,树立勇于改革、大胆试验、敢为人先的新观 The 14th National Congress of the Communist Party made it clear that the goal of China’s economic restructuring is to establish a socialist market economy.
